Planning Department Update:  April 2018

Good Afternoon Davidson Citizens,
This is the second installment of the newly established Planning Department “eCrier,” a message highlighting various plans, projects, and events currently or soon-to-be underway. Below you’ll find a list and short description of things that we’re working on, along with how to find additional information about each topic. We hope you find this information useful. Planning Board Meeting Monday, April 30 – Special Time 7:00 p.m.:  The Planning Board’s regularly-scheduled monthly meeting will be held on Monday, April 30 at 7:00 p.m. in order to accommodate the open house being hosted by the Planning Board Ordinance Committee from 4:30-6:30 p.m. on proposed changes to the watershed ordinance.

Davidson Mobility Plan:  The Mobility Plan is progressing with additional opportunities for public engagement in May. Upcoming Mobility Plan events include
  • Table Events: Alta Planning will operate table events at the Davidson Farmer’s Market and Davidson College to conduct outreach about the Mobility Plan on May 3 (Davidson College) and May 5 (Davidson Farmer’s Market). Please stop by our tables to learn more and ask questions.
  • Transportation Presentation #2: A panel of topic experts will present on transportation related topics and answer questions from the public. This event will include presentations on bicycle facilities, pedestrian facilities, and roadway connections with a panel of topic experts from the Town of Davidson, Mecklenburg County, the Charlotte Regional Transportation Planning Association, and the North Carolina Department of Transportation. Presentations will last around 5-10 minutes and will focus on current projects in the region followed by a question and answer session. This event will take place on May 10 at 6:00 pm at Davidson United Methodist Church (DUMC)
  • Walking Tours: (TBD)
  • Charrette: The consultant will host a three-day charrette at Town Hall with all day sessions open to the public and evening report out sessions. On the final day of the charrette, the evening session will summarize the feedback for all three days. After the charrette, the consultant will begin work on the Draft Mobility Plan. The three-day charrette will take place on May 22, 23 & 24 from 9:00 am to 7:30 pm each day.

Davidson Planning Ordinance Section 17 Rewrite (Watershed):  Since March 2017 staff have been working to draft text revisions to Section 17 of the Davidson Planning Ordinance (DPO), which contains regulations governing land areas within town that lie within the Lake Norman watershed. Over the past couple months staff have worked with citizens, the Davidson Board of Commissioners, the Planning Board and its ordinance committee (made up of citizen volunteers), Mecklenburg County, and the NC Dept. of Environmental Quality to further tailor the standards to fit Davidson’s unique circumstances while doing our part to safeguard our drinking water. More information about the proposed text amendments is available on the town’s text amendments webpage. Citizens are welcome to learn more about the changes, ask questions, and offer feedback by attending the ordinance committee’s open house on Monday, April 30, 2018, from 4:30-6:30 pm at Davidson Town Hall’s Board Room.

Board of Adjustment Case:  The property owner of 303 Delburg Street has applied for a variance to modify side setback requirements for a detached house located within the Village Infill Planning Area – Red Overlay District. The applicant proposes to restore the existing mill house at 303 Delburg Street, a designated Historic Landmark, and construct an addition to the rear of the existing structure. With the proposed addition, the side setbacks do not meet the requirements of the Village Infill Overlay District. The case is scheduled for Monday, April 30, 2018, immediately following the monthly Planning Board meeting. To learn more, please visit the Board of Adjustment webpage.

Davidson Springs Public Input Session:  A Public Input Session was held Monday, April 9, 2018 from 5:00-7:00 pm in the Board Room at Davidson Town Hall. Approximately 40 people attended and provided critical thought about the proposed Master Plan for eight single-family homes and eight townhomes. Summary of the developer’s response can be found on the project webpage. The Master Plan will be presented to the Planning Board on April 30 and will return in May for their review and comment. Development Projects:  We’re often asked about various development projects across town. Did you know that the Planning Dept. website contains a dedicated webpage for each active project? And, in 2017 we updated the Development Projects Overview webpage to include the status of each project on an interactive map.
