Summary: Draft Meeting Minutes from the July 13 work session and July 27 regular meeting.
b. Consider Approval of Budget Amendment 2022-02
Summary: Budget Amendment 2022-02, provides funding from the Tree Fund for a contract with Trees Davidson as reviewed with the board at the August 10 meeting.
The Town Manager will finalize the negotiation of, and approve, the contract.
c. Consider Approval of Resolution 2021-20 Appointment of Assistant Town Manager Deputy Finance Officer
Summary: Resolution 2021-20 would appoint Assistant Town Manager Austin Nantz as the Deputy Finance Officer with the full power and authority to act in the place and stead of the Finance Officer per North Carolina General Statute § 159-24.
d. Consider Approval of FY2021 Tax Collector's Settlement Statement for Mecklenburg and Iredell Counties
Summary: Enters the FY2021 Tax Collector's Settlement Statement for Mecklenburg and Iredell Counties into the official record of the Town of Davidson.
e. Consider Approval of FY2022 "Order of Collection" for Mecklenburg and Iredell Tax Collectors
Summary: The "Order of Collection" authorizes the Tax Collector to collect the ad valorem taxes as assessed by the office of the Tax Assessor. This item includes both Mecklenburg and Iredell Counties.
f. Consider Approval to Resolution 2021-21 Direct the Clerk to Investigate a Voluntary Contiguous Annexation Petition of 15425 June Washam Road
Summary: The property owner is requesting a voluntary contiguous annexation of 15425 June Washam Road including Parcel #00721109, Parcel #00721110, Parcel #00721111, Parcel #00721112, Parcel #00721113, Parcel #00721114. A sewer extension request for this project was approved by the board of commissioners on August 10, 2021.
VII. OLD BUSINESS
a. Consider Approval of Proposed Water/Sewer Extension to River Run Phase 6 (18500 Shearer Rd.)

Summary: Under the town’s agreement with Charlotte Water, Davidson Board of Commissioner approval is required for any water and sewer extension (extension of water and sewer lines to serve a property that is not a connection to existing lines adjacent to a property) to service a property. It has been determined by Charlotte Water that the proposed River Run Phase 6 located at 18500 Shearer Rd. requires a water and sewer extension. The property owners request that the water and sewer extension be granted to the River Run Limited Partnership for the development of 90 detached and attached homes. The parcel is currently vacant. The item was discussed at the July 27 regular meeting.
Action: The board is asked to consider approval of the water/sewer extension request to River Run Phase 6 per the town’s water and sewer policy.
b. Consider Approval of Davidson Walk Draft Affordable Housing Plan

Summary: Davidson Walk (Davidson Bay Phase II, Envelopes A, B, & C) will include a total of 54 residential units and +/-20,000SF commercial office space. An Affordable Housing Plan was submitted on March 12, 2021 by Hopper Communities for Davidson Walk Development. The Affordable Housing and Equity Board provided a positive recommendation for the plan at their July 15 regular meeting. The town board discussed the draft plan at the July 27 board meeting and requested additional information. At the last town board meeting, this agenda item was removed. Staff has recently met with the developer and has new information to present to the board for consideration.
Action: The board is asked to consider approval of the Davidson Walk Affordable Housing Plan.
VII. NEW BUSINESS
a. Discussion of Downtown Small Area Plan Process

Summary: Staff will review the process for the Downtown Small Area Plan. This is an item from the board’s 2020-2021 Strategic Plan.
Action: This item is for discussion only. The board is asked to provide feedback.
b. Discuss FY2022 Sidewalk Project
Doug Wright, Project Manager
Summary: The town has historically provided funding in the annual budget to undertake sidewalk infill projects each year. The FY2022 Budget allocates $150,000 for new sidewalk projects. The process includes staff bringing the options to the town board for selection of that year’s project or projects. Staff has reviewed the mobility plan and the mobility subcommittee has provided feedback resulting in the options for the town board to consider.
The three projects that have been identified are:
• A block of Delburg Street, from Watson Street to Beaty Street
• A portion of Catawba Ave, southside from Potts Street to the town limits
(near 323 Potts Street)
• A portion of Jetton Street in front of Gethsemene Baptist Church
Action: The board is asked to provide feedback on the project options and will consider approval at the September 14 meeting.
