IV. TOWN OF DAVIDSON COVID-19 RESPONSE
Summary: Town staff and the board of commissioners will continue to discuss the Town of Davidson COVID-19 response and how to protect the public health in Davidson.
V. PUBLIC COMMENTS - The Board shall provide at least one period for public comment per month at a regular meeting.
Providing ample opportunity for the public to engage and participate in the decision-making process by the town board during the pandemic is a top priority. In order to ensure public participation, the following options prior to town board meetings will be available for public comment. These options were developed to allow different technologies to be used ensuring equitable and robust comment opportunities:
• Email: The public will be allowed to comment by sending written comments to firstname.lastname@example.org of no more than 400 words via email that will then be read aloud at the meeting. In keeping with the board’s current procedures, only one (1) three-minute of verbal reading will be allowed per email. The deadline to submit by email is 5:00 pm on Tuesday, February 23.
• Phone: The public will be able to call (704)940-9614 and leave a voicemail message in order to provide public comment. These messages will be played during public comment periods, but will be limited to three minutes. The deadline to submit by phone is 5:00 pm on Tuesday, February 23.
Note: If the same comment is made via multiple methods, only one will be used in the meeting with the voicemail taking first priority. Public comment must be submitted by 5:00 p.m. the day of the virtual meeting.
VI. CONSENT - Consent items are typically non-controversial and routine items. Prior to the board's adoption of the meeting agenda the request of any member to have an item moved from the consent agenda to old business must be honored by the board. All items on the consent agenda must be voted on and adopted by a single motion.
a. Consider Approval of Draft January Meeting Minutes
Summary: Draft Meeting Minutes from January 5 virtual special meeting, January 12 virtual work session, and January 26 virtual regular meeting.
b. Consider Approval of Budget Amendment 2021-13
Summary: BA2021-13 – Provides funding for an additional columbarium at Mimosa Cemetery. These funds come from cemetery fees restricted to use for the municipal cemetery.
c. Consider Approval Resolution 2021-04 and Budget Amendment 2021-14
Summary: Resolution 2021-04 authorizing financing agreement for Davidson Fire Ladder Truck and related budget amendment 2021-14.

a. 2020 Audit Report and Comprehensive Annual Financial Reports (CAFR)

b. Discuss Charlotte Water waterline extension project to Davidson Pointe

a. David Czerr, Charlotte Water Deputy Director, will provide an updated on the proposed water line extension project. There are two aspects of the project; the first is the replacement of the existing water line in town to improve the current system within the city limits and secondly, building upon that upgrade is the ability to extend a water line north from the city limit line to the Davidson Pointe neighborhood, which is in the Davidson city limits (in Iredell County) but does not currently have water service provided by Charlotte Water.
b. Town Manager Jamie Justice will present the water line extension request. This request was previously discussed by the board at the February 11, 2020 and February 25, 2020 board meetings. Further discussion was planned for the June 9th, 2020 board meeting but was removed from the agenda in order to provide additional time to work out more of the details and to schedule engagement with the neighborhood residents. A virtual meeting with the Davidson Pointe neighborhood HOA board was held January 6th. Also, a virtual meeting with the Davidson Pointe neighborhood, Charlotte Water, developer, and Town of Davidson Fire Chief to discuss the waterline extension was held on February 2nd.
This item is for discussion only and the town board will be asked to consider approval of the water line extension at the March 9 board meeting. The town board should utilize the water and sewer extension policy in guiding the decision.
VIII. NEW BUSINESS
a. Discuss 5 year pavement plan

Summary: The results of a recent pavement condition survey and a proposed resurfacing plan for 2021-2026 will be presented. This item is for discussion only. The board will be asked to consider approval at the March 9 meeting.
b. Discuss 2021 Citizen Survey

Summary: Every two years, the Town of Davidson has worked with the National Research Center (now Polco) to offer the National Citizen Survey to a segment of the Davidson population. The data from the National Citizen Survey is helpful in providing a benchmark for Davidson against other communities, as well as gauging progress on important data points over time. The town has regularly opted to include four custom questions in each survey; staff needs input on what priority items the board wishes to have community feedback on in the 2021 survey.
