c. Discuss Draft Resolution for NCDOT Highway 73 Widening Project

Summary: The North Carolina Department of Transportation (NCDOT) has proposed to widen the 14 mile stretch if N.C. Highway 73 from two to four lanes between N.C. 115 (Old Statesville Road) and U.S. 29 (Concord Parkway North) in Mecklenburg and Cabarrus Counties. Planning, design and construction for the improvements will be completed as two separate projects, R-2632AB and R-5706.
R-2632AB involves widening N.C. 73 (Sam Furr Road) from N.C. 115 (Old Statesville Road) to Davidson-Concord Road. R-5706 involves widening N.C.73 from Davidson- Concord Road to U.S. 29 in Cabarrus County. Both projects would also include providing bicycle and pedestrian accommodations using a combination of multi-use paths, sidewalks, and bicycle lanes. Boundary agreements, or similarly annexation agreements, are common growth management and growth control tools for communities to use for planning purposes.
The Town of Davidson has a boundary agreement with Charlotte, Cornelius, and Huntersville on the south side of the town‘s jurisdiction. Davidson also has a boundary agreement on the east side of its jurisdiction with the City of Kannapolis. The town does not have a boundary agreement to the north where the jurisdictions of Mooresville and Iredell County meet Davidson.
Both Mooresville and Davidson recently initiated comprehensive planning efforts for future growth of the two jurisdictions. During those processes, the staffs discussed a proposed boundary agreement concept and a proposed boundary line was developed for consideration during the comprehensive planning efforts.
This item is for discussion only. The board will be asked to consider approval of the proposed boundary agreement document by both towns at a later date. The properties identified in Iredell County that would become a part of Davidson in the future have been identified and, working in conjunction with Iredell County, we propose a meeting with those property owners in February to discuss the details. Charlotte Water will also conduct meetings about the project and with potential customers.(e) Miscellaneous/Open Discussion
