Town of Davidson Police Department Announces Staffing Updates


The Town of Davidson is pleased to announce the promotions of Stephen Ingram, Cindy Smith, Scott Russell, and James “Jay” Stokes, and the hiring and promotion of Jon Dunham in the Davidson Police Department.

Captain Steve Ingram

Steve Ingram has been with the Davidson Police Department since March 1997 as a patrol officer, detective, and sergeant, and will now serve the department as second-in-command as captain. As captain, Steve will focus on operations, staff supervision, training, recruitment and hiring, and investigations. Steve is one year away from completing a B.A. in business management at the University of Phoenix. 

“Captain Ingram has a strong commitment to our town and community policing,” said Davidson Police Chief Jeanne Miller. “He has a guardian mindset and is well-known throughout our town for his service to our citizens. He is well respected within law enforcement at the municipal, county, state, and federal levels and is known for his excellent work and thoroughness.”

Sgt. Cindy Smith

Cindy Smith, who was with the Davidson Police Department from1999 to 2002 and rejoined us again in 2007, was recently promoted to sergeant. Sgt. Smith has over 17 years in law enforcement, rising through the ranks from officer to corporal in 2009. She has an associate’s degree in criminal justice from Mitchell Community College, and has served as a field training officer since 2003 and as a crime scene technician for the Davidson Police Department since 2009. 

Cpl. Jon Dunham
Cpl. Jon Dunham

Jon Dunham worked in the Davidson Police Department from 2005 to 2008 and left to work for the Charlotte Mecklenburg Police Department in their metro division. He decided to return to the Davidson Police Department in May 2016 because he missed community-based policing. Jon has a B.A. in criminal justice and a master’s degree in criminal justice administration from the University of Phoenix, and has achieved the North Carolina Criminal Justice Standards Advanced Law Enforcement Certificate. He was recently promoted to corporal.

Cpl. Scott Russell

Scott Russell has been with the Davidson Police Department since 2009 and has an associate’s degree in business administration from Caldwell Community College. He is lidar certified (a system similar to radar that helps with speed limit enforcement), and is working on becoming a traffic accident re-constructionist. He was recently promoted to corporal.

Detective Jay Stokes

Jay Stokes has been with the Davidson Police Department since 2002. He was assigned to the Charlotte Mecklenburg Police Department during the 2012 Democratic Convention as a bike officer, and he also spent over 1000 investigative hours in 2015 working alongside (then) Sergeant Steve Ingram to solve a murder for which he received a Distinguished Service Award in December of 2015.  Jay achieved the North Carolina Criminal Justice Standards Advanced Law Enforcement Certificate in 2011. He was recently promoted to detective.

“As Davidson’s population grows, we are ensuring that we are able to meet our citizens’ service needs by staffing the police department appropriately,” said Chief Jeanne Miller. “I’m really pleased with the team we’ve assembled and appreciate the variety of skills and expertise that they bring to their roles on behalf of the Town of Davidson.”
