Manager’s Report: May 10, 2016

A summary of the May 10 pre-meeting (4:00 p.m.):

  • The Davidson Mayor and Board of Commissioners discussed the Lake Norman Regional Transportation Commission (LNTC) with Executive Director Bill Thunberg. They will continue their discussions at a future meeting to determine whether or not Davidson will re-join the LNTC.

  • Public Works and Projects Director Doug Wright reviewed the proposed improvements to the public works facility on Walnut Street.

  • Public Works and Projects Director Doug Wright presented his five-year road resurfacing plan.

A summary of the May 10 regular meeting (6:00 p.m.):


  • The mayor read a proclamation to name May 15-21 as National Police Week.

  • We introduced our newest police officers: Officer Justin Colson, Officer Jon Dunham, and Officer Amanda Hindenburg.

  • Mayor Woods announced the resignation of Town Attorney Rick Kline and thanked him for his over 40 years of service. He will serve our town through June 30, 2016, and we will recognize him for his service at the June 14 board meeting. He also announced Cindy Reid as the new Town Attorney. She will begin July 1, 2016, and will split her time as our affordable housing manager and town attorney. The Davidson Board of Commissioners approved a motion to name Cindy Reid as our new Town Attorney, effective July 1, 2016.

  • We heard many comments from citizens about the speed limit along Davidson-Concord Road. The Davidson Mayor and Board of Commissioners voted to pass a resolution in support of lowering the speed limit along Davidson-Concord Road, a road under the jurisdiction of the North Carolina Department of Transportation. We will send this resolution to NCDOT and to our elected officials in Raleigh. We encourage all citizens to contact our state legislators regarding the reduction of the speed limit on Davidson-Concord Road.


  • Finance Director Pieter Swart and I led a discussion on the proposed FY 2016-2017 budget. The mayor and commissioners will discuss the budget again at their May 24 work session and consider it for approval at their June 14 meeting.


  • We held a public hearing on the FY2016-2017 budget, including economic development expenses.


  • We held a public hearing on the proposed annexation of the Narrow Passage development off Shearer Road.


The consent agenda was approved. It included:
·      minutes from past meetings,
·     tax levy adjustments for the Mecklenburg County Tax Assessor’s Office,
·      an update to ordinance section 10-67 stating that the “town board” has the ability to restrict access to animals at events on town property rather than the “event organizer,”
·      an amendment to the affordable housing plan for the Bradford neighborhood,
·      a budget amendment recognizing revenues and expenditure to fulfill a business investment program grant agreement requirement, and
·      the revised board meeting schedule.

Announcements


  • We’ll be hosting the Davidson-Cornelius Bike Expo on Saturday, May 14 from 9:00 a.m. to noon at Parks & Recreation Office at 865 South Street.

  • It’s Bike to Work Week next week (May 16-20), so we encourage everyone to bike to work.

  • Please join us for the next Davidson Coffee Chat on May 16 at 9 at The Egg. 

  • Please come hear a presentation on the final draft of the Rural Area Plan given by consultant Craig Lewis on Monday, May 23 at 6:00 p.m. in the board room.

  • We’ll have a Concert on the Green featuring Matt Stratford on June 5 at 6:00 p.m.
