The Mecklenburg County Manager and Public Health Director will provide an update on the COVID-19 response and an opportunity for Q&A with the board of commissioners. IV. PROCLAMATION a. National Police Week May 10 – May 16, 2020 V. PUBLIC COMMENTS -
The Board shall provide at least one period for public comment per month at a regular meeting.
Providing ample opportunity for the public to engage and participate in the decision-making process by the town board during the pandemic is a top priority. In order to ensure public participation, the following options prior to town board meetings will be available for public comment. These options were developed to allow different technologies to be used ensuring equitable and robust comment opportunities:
- Email: The public will be allowed to comment by sending written comments to firstname.lastname@example.org of no more than 400 words via email that will then be read aloud at the meeting. In keeping with the board’s current procedures, only one (1) three-minute of verbal reading will be allowed per email. The deadline to submit by email is 5:00 pm on Tuesday, April 28.
- Phone: The public will be able to call (704)940-9614 and leave a voicemail message in order to provide public comment. These messages will be played during public comment periods, but will be limited to three minutes. The deadline to submit by phone is 5:00 pm on Tuesday, April 28.
- Speak Up Online Platform: Prior to each meeting, the town will post a question online via Speak Up (https://townofdavidson.granicusideas.com/discussions/) that will allow the public to comment via this method. The comments will be read aloud at the meeting, but limited to three minutes. The deadline to submit by Speak Up is 5:00 pm on Tuesday, April 28.
- Social Media: Prior to each meeting, a social media post will solicit any public comment for the upcoming meeting. These comments will be read aloud at the meeting, but limited to three minutes. The deadline to submit by social media is 5:00 pm on Tuesday, April 28.
Note: If the same comment is made via multiple methods, only one will be used in the meeting with the voicemail taking first priority. Public comment must be submitted by
5:00 p.m. the day of the virtual meeting. VI. CONSENT -
Consent items are typically non-controversial and routine items. Prior to the board's adoption of the meeting agenda the request of any member to have an item moved from the consent agenda to old business must be honored by the board. Consider Approval of Ad Valorem Tax Refunds
The town received tax levy adjustment refund check requests from Mecklenburg County Assessor's Office (As approved by the Board of Equalization and Review (BER) and the Mecklenburg Board of County Commissioners (BOCC)) for $2,738.26 (including interest), on 13 parcels. These refunds will be issued directly by the Town of Davidson. Details regarding the refund requests are available in the Finance Office. c. Consider Approval of Budget Amendment for Village at South Main Payment in Lieu
This budget amendment will fund the building of 3 Affordable Houses at $75,000 each per the contract with the Village at South Main, previously approved by the Board of Commissioners. Consider Approval to Amend Public Comment Policy
Amend the Town of Davidson Public Comment Policy, adopted on April 24, 2018, to state that "The public comment period shall be reserved as an item of business on the agenda for the board of commissioners’ regular meeting, which is currently held on the fourth
Tuesday of each month." VII. OLD BUSINESS a. Consider Approval of Ordinance 2020-01 Local Historic District Expansion and Consistency Statement

The proposed North Main Street Extension of the Davidson Local Historic District encompasses approximately 34.25 acres, and is that portion of the Davidson National Register District north of, and adjacent to, the current local district that continues to retain integrity. The district includes properties on either side of North Main Street, the mill buildings flanking Delburg Street between North Main Street and Watson Street, the houses on the east side of Watson Street between Delburg and Armour Streets, and the houses on the south side of Armour Street, east of Watson Street.
